Default Suggestions for a clear topcoat to apply over a powder coat

Hi - I have a new aftermarket jeep bumper that came powder coated black. I live in the Northeast and I've seen rust come up through powder coated metal after a winter or two up here.

Is there a semi-gloss clear topcoat that I can apply to seal the pores in the powder coat? If I use a satin clear coat spray (like Eastwood 10300Z), will it stick to the smooth powder coat surface and do the job? I'm looking to keep my bumper rust free for a long time - I'd appreciate any advice.

Default powder coated bumper...

I would either spray the Diamond Clear Satin #10197z over the surface (after scuffing w/ some 400-grit paper) or apply the semi-gloss clear powder #10304 over the existing powder (after scuffing w/ some 400-grit paper).
